Cyclone Ditwah, which struck Sri Lanka in late November of 2025, has become one of the most severe natural disasters in recent years. It has caused widespread destruction impacting millions of people and severely affecting public critical infrastructure including roads, bridges, railway lines, dams, reservoirs, and public buildings. With transportation, electricity, water supply, telecommunications, and market access interrupted, the cyclone has created shortages and caused a deep negative socio-economic impact.

While the Government continues to deploy substantial resources for emergency relief through Disaster Management authorities, the Tri-Forces, police and national and regional administrations, the scale of visible destruction clearly exceeds the available public resources.
In the current context, it is essential for the Government to adopt an immediate, transparent, accountable and well-structured mechanism to mobilize and manage financial contributions from various doners for the national rebuilding and reconstruction.
In line with this need, the Government has established the Rebuilding Sri Lanka Fund under the Presidential Secretariat, which will be governed by a joint Government–Private Sector Committee to ensure credibility, efficiency, and strong oversight.

At the inaugural ceremony of ‘Rebuilding Sri Lanka’, held this morning (13) at the Bandaranaike Memorial International Conference Hall in Colombo under the patronage of President Anura Kumara Dissanayake, land donations were made by Mrs Chandra Kusumawathi Everett, Mr G. Rasanga Prageen Fernando, Ms P. Nimesha Madhumadali Siriwardena and Mr D. M. Samantha Sarath Ananda.
President Anura Kumara Dissanayake stated that, instead of an era in which rulers evaded responsibility by attributing failures to disasters and pandemics, the country will now rise again in the face of adversity and work to bequeath to the people a nation better than it was before.
Joined the programme held today (09) near Wewe Pansala in Rajanganaya to provide compensation for homes completely destroyed by disasters in the Rajanganaya, Thalawa, Nochchiyagama, Mahavilachchiya, Padaviya, Kabitigollawa, Mihintale and Rambawa Divisional Secretariat areas of Anuradhapura District.
